Hong Kong Kindergarten Admissions: A Parent's Guide to K1 Applications

K1 admissions feel scattered because they are. Each kindergarten has its own form and timetable. The Education Bureau controls one important document. Keep those two tracks separate and the process becomes manageable.

Your child can receive an invitation to interview before you have worked out bus routes, half-day hours, or whether the school follows the fee-free scheme. Put those details in one list before you start sending forms.

The two tracks

Parents handle two separate jobs. The Education Bureau handles the Registration Certificate for scheme kindergartens. Each school handles its own application, interview and offer.

Education Bureau

Registration Certificate

Apply through the EDB if your child will attend a kindergarten in the Kindergarten Education Scheme.

Each kindergarten

Application and offer

Submit the school's form, prepare its documents, attend its interview, then decide whether to register.

The EDB publishes the K1 admission arrangements and vacancy information. Start there, then open the admissions page for each school on your list.

The K1 journey for 2027/28 entry

Save these months before you collect forms. The EDB sets the dates in blue. Each kindergarten sets its own form and interview dates, so add those beside this timeline.

1

September to November 2026

Apply to EDB for the e-RC

Apply for the electronic Registration Certificate or Admission Pass. The EDB says processing can take six to eight weeks after it receives a complete application.

2

Autumn 2026, school dates vary

Send forms and attend interviews

Submit each kindergarten's own form by its deadline. Keep application fees, interview times and document lists in one calendar.

3

By 11 December 2026

Receive the application result

Kindergartens taking part in the 2027/28 arrangements must tell parents the result by this date.

4

7 to 9 January 2027

Register with one kindergarten

Choose one offer, take the e-RC or Admission Pass, and pay the school's registration fee. A kindergarten scans the QR code to complete registration.

5

Late January 2027 onwards

Check vacancies if you need a place

The EDB releases K1 to K3 vacancy information after the central registration dates. Contact a school direct before you assume a place remains open.

Build a shortlist before forms open

A name from a parent group is a starting point. A shortlist needs facts you can compare. Add a school only after you can answer the questions below.

CheckRecord
Daily fitCampus, session, dismissal time, bus route and who can collect your child.
MoneyTuition, meal, bus, books, uniform, registration fee and any refundable deposit.
LearningTeaching language, homework, play time, class size and support for a child new to Chinese or English.
Next stepPrimary pathways the school names, without treating them as a guaranteed place.

Use the HKSchoolPal finder to compare published fees, locations and school types. Call the school for anything the public record does not cover.

Apply for the Registration Certificate

The Education Bureau issues a registration document for a child attending a kindergarten in the scheme. Eligible children receive a Registration Certificate, often shortened to RC. A child who can study in Hong Kong but does not qualify for the subsidy may receive an Admission Pass instead.

The document does not choose a kindergarten for your family. It also does not replace the school's form. Treat it as an EDB document that sits alongside your applications.

School applications and interviews

Each kindergarten publishes its own process. Some invite parents and children to campus. Some ask for a short meeting. Some require documents before they confirm an interview slot.

Bring the documents the school asks for, arrive with time to spare, and watch the practical details. A school visit gives you information a brochure cannot: the handover at the gate, noise in the classroom, and whether staff explain a problem in a way you understand.

Do not build an application around rumours about a school's preferred answer. Ask the school what it looks for and let your child meet staff as themselves.

Offers and registration

An offer starts a new deadline. Read the letter for the registration date, certificate requirement, fee, refund terms and the school's rule on holding a place.

Accepting a place can close other options. Ask each school about its registration arrangement before you pay. Families can face two dates in the same week, so put them in one calendar as soon as letters arrive.

Questions to ask at the open day

  • What does a normal morning look like for a new K1 child?
  • Which language do teachers use for play, routines and parent communication?
  • Who supports a child who cannot separate from a parent at the gate?
  • What costs sit outside the published monthly fee?
  • How does the school share concerns about learning or development?

Take the same questions to each visit. You will remember the answers better than a stack of glossy leaflets.

Common questions

When should I apply for a Hong Kong kindergarten?

Most K1 applications open in autumn for entry the following school year. Each kindergarten sets its own form, deadline and interview arrangements. Check the school's published admissions page before you apply.

Do I need a Registration Certificate for Kindergarten Admission?

Children applying to a kindergarten in the Kindergarten Education Scheme need an EDB registration document. Eligible children receive a Registration Certificate; children who can study in Hong Kong but do not qualify for the subsidy may receive an Admission Pass. The EDB assesses the application.

Can I apply to more than one kindergarten in Hong Kong?

Yes. Kindergartens run their own admissions, so families may apply to several schools. Check each school's form fee, interview date and registration arrangement before accepting a place.
